A little hard to work out what is happening here, however those stepped vented windows on the right look familiar and I think that is a stair at the south end of one of the current platforms that still exists.That would mean the works in the foreground are new, and the old station is in the background. I would say this is what covered the old Devonshire Street, the pedestrian tunnel now below this area. The building with the tram was parrallel (east-west) and fronting what was Devonshire Street, and the new (current) Central Station was way off the the right of the new tracks.
