  No help in the 1901 or 1911 census for a Mr. Milnes or anyone listed as a Blood Factor, or any occupation with the word Blood in it.

  Could be this manure works at Waterford. If so, the shot is before 1906 when the "old red iron" railway bridge was built in the background. Nothing to see in streetview today. The angle fits with Poole being up on the railway embankment.
