I googled his name. an interesting read - he dabbled in everything and changed directions regularly. and that beard style is back in vogue too :-)

I think the rectangular white sign with a round emblem on it is a Labour Exchange sign like the one below:

Just down teh street, there apears to be a road block or barricade across the street, to the left here as you look down is the turning for Glengarrif Parade, so you are spot on
