From Thomas Whelan's wiki - His mother, Bridget, saw him before his execution, and waited outside with the praying crowd holding candles. beachcomber australia I'm not sure if it's looking along Parnell Street or along Moore Street. It's also massively over-exposed where the monument would be, so it could well be there.
