  One hypothesis is that this an ambassador to the United States (since Harris & Ewing mainly worked in Washington, DC) in his diplomatic uniform, having his portrait painted. See en.wikipedia.org/wiki/Diplomatic_uniform See www.gettyimages.com/detail/news-photo/mamoru-shigemitsu-t... for a Japanese ambassador with a similar hat and embroidered coat. See www.bidd.org.rs/diplomatic-consular-suits-in-the-19th-and... for Serbian diplomatic uniforms. The first photo has a uniform that is quite similar to this one in its embroidery.
