That was a Leyland Atlantean demonstrator vehicle, fitted with a Metro-Cammell-Weymann (MCW) body. It went on to serve with four different operators including Lough Swilly. Sadly, although preserved at one stage, it was later scrapped. I'd suggest that the picture was in fact taken outside CIE HQ on O'Connell Street, and the gentlemen shown were almost certainly top brass of the company at that time, evaluating the vehicle. But it was another 7 years before the large batch of what eventually became 640 Atlanteans started to arrive into Dublin and elsewhere in Ireland.
