This is more then likely John Adair's City Bakery at 18 Lady Lane, Waterford. He's listed in P.M. Egan's 1894 directory.
I think the bakery occupied the site of the Library on the corner of Lady Lane & Bakehouse Lane.
The foundation stone of the library was laid in 1903.

That doesn't mean the works happened in 1930, just that the Irish Builder published something about them in 1930.
