I think this might be the Saturday 31 December 1921 Pittwater Regatta. NAMOI was the flagship Read All About It - trove.nla.gov.au/ndp/del/article/15982485 Tentatively, the President and Commodore was Mr F. J. S. Young (on the right), and Mr John Roche, the Honourable Secretary (left). Possibly the fellow in the middle is Mr John Williams, Vice Commodore, but he is not wearing his ribbon! Or is it the Lord Mayor Elect ??!

beachcomber australia There is a (slightly blurry) image of John Roche in the February 1927 'Australian Motor Boating and Yachting Monthly', page 23. I think you have stumbled on to the right man - he is quite distinctly tall and thin.

Everyone is sitting in the same spots (but back to front) and in slightly different poses. It has to be the same day! The photos in this batch are slowly being digitised, I'll bet the other images in the article will pop up in our collection too. Thanks again :)
