Looks like it's been taken from a 1st or 2nd floor window. There's a garden in the foreground.

Herbert M. Harriman (en.wikipedia.org/wiki/Herbert_M._Harriman), son of Oliver Harriman, brother of J. Borden Harriman (NYT, August 13, 1916) and nephew of railroad executive E. H. Harriman (NYT, June 20, 1909). Herbert Harriman married his wife, Mae Brady Hall, a former New York Belle, in 1908 (The evening world., August 19, 1908, Final Results Edition, Page 14, with photo). San Francisco Call, Volume 103, Number 175, 23 May 1908 describes H. M. Harriman as wealthy and a sportsman. He was golf champion in 1899 (NYT, July 9, 1899). Another phot of Mrs. Herbert M. Harriman is in Bisbee daily review., July 16, 1915, Page FIVE. A photo of H. M. Harriman is in www.usgamuseum.com/exhibits_artifacts/charles_macdonald.aspx (second picture, on the right)
