M Cassin is mentioned in the Waterford Standard Saturday 24 June 1933 as presiding over a meeting of the Corporation Housing Committee in his capacity as Mayor. He was a councillor as early as 1907 (elected to the Street Committee and the Public Health Committee, and was the councils's representative on the Harbour Board ).

E.T. Keane is described as "Chairman of Election Meeting" in this photo of Dev, also in Kilkenny (and I assume the same occasion).

Edward Thomas Keane was a journalist and Editor of the Kilkenny People according to his biography. There's a mention further down that "Often critical of the Irish parliamentary party, he became a supporter of Sinn Féin and played a prominent part in the election of W. T. Cosgrave (qv) as Sinn Féin MP for Kilkenny city in 1917".

A Mr E. T. Keane was editor of the "Kilkenny People". The paper was "suppressed" on July 8th 1917, and he was arrested at his home on Monday August 27th and taken by train via Cork to Waterford. He was released on the evening of the 29th. The reason given for his his arrest was a speech he made on 12th August (but not at Kilkenny).(Weekly Freeman's Journal - Saturday 01 September 1917). A quick scan of his name in papers suggests he had a lengthy career making newspapers and speeches. Here's a biography on facebook

According to the Irish Indo of 6th August 1917, there was a Sinn Féin Meeting held outside St. John's Church on the 5th August. (As was one for Mr Magennis). The meeting was in support of W.T. Cosgrove, chaired by E.T. Keane, and Dev was in attendence. There seems to have also been a later meeting on the Parade.
