I wonder if the man leaning on the shovel and the rubble is associated with what looks like replacement street lighting? On the right is an existing gas street lamp (looking very much like a fishtail burner rather than an incandescent mantle) and next to it is the much taller replacement column with supply pipe ready for lantern.
