It's a blind guess but could it be Sugar Loaf?

    I think it's Cromwell's Bridge in Glengarriff.

617 next door in the catalogue says Cromwell's Bridge, Glengariff

It has lost several arches since then. Here at latest 1883 via British Library

From the remarkable lack of trees, I thought it might be Kilkee, Co. Clare. It is! See - catalogue.nli.ie/Record/vtls000564967 Streetview - goo.gl/maps/rXACb5mKek8wAVNG8

No help with year. But for time of year late spring. Some of the sheep look to have older lambs with them and only one(clear) bathing machine on the beach. Also a bit fuzzy and could have been moving a horse and cart. Collecting seaweed ? There seems to be a few heaps of it on the beach
