This is overlooking Morningside Park at 116th Street and Morningside Drive in Manhattan. The proper spelling of Carl's surname is Schurz. Here is the NYC Parks Department description of the monument. The monument was dedicated in 1913. The view is looking east toward southern and central Harlem and beyond. The President's House for Columbia University is behind us to the left. In 1968 The Who posed for the cover of their album, The Kids Are Alright, in front of the relief on the left.

Despite the Nov. 1916 dates on the negative, I don't believe Carnegie visited Berlin in 1916. Note that the porter's cap is "portier," German for "porter." This was Berlin in Germany, not Berlin, NH. mentalfloss.com/article/51198/world-war-i-centennial-kais... reports on Carnegie's visit to Berlin in June 1913 June 16, 1913: Kaiser Hopes for 25 More Years of Peace “Twenty-five years of peace, Mr. Carnegie, and I hope there will be twenty-five more!” Thus Kaiser Wilhelm II greeted Andrew Carnegie, the world-famous industrialist and peace advocate, who had come to Berlin to celebrate the 25th anniversary of the Kaiser’s reign. Carnegie replied with evident sincerity: “Your majesty is the most powerful ally we have in that direction.”

Thanks to your sleuthing regarding the dates used and Carnegie's actual travels, I can speculate this is one of the cases in Bain where the date on a negative actually reflects the date used or published. So, while this photo may have appeared when Carnegie was actually in Berlin, it may have also been used a few years later when he had his birthday.
