The title "Lord Weardale" puts the photograph at 1907 or later when his Lordship was elevated to the House of Lords.

Perhaps it would have been in May 1913, when Weardale led a group from Britain and its colonies to a meeting in New York planning for celebrations of 100 years of peace among English-speaking peoples. Also at the meeting were Andrew Carnegie and Lord Weardale.
