  This is New York City mayor William Jay Gaynor (1849-1913) with Rhinelander Waldo (1877-1927) the seventh New York City Fire Commissioner. This appears to be the May 18, 1912, Police Parade in New York City. The New-York Tribune claimed almost a million residents lined the street as 7,784 marched in the street.   Looks like it might be Windham Henry Wyndham-Quin, sometime between 1901 when he was made an Honorary Colonel, and 1926, when he became 5th Earl of Dunraven and Mount-Earl.
