The title "Lord Weardale" puts the photograph at 1907 or later when his Lordship was elevated to the House of Lords.

According to the Wikipedia article captainslack linked to: "A prominent opponent of war - including the Boer War - he was president of the sixth National Peace Conference in Leicester in 1910, led the British group in the Inter-Parliamentary Union, and became president of that organisation from 1912 to 1922. He was also president of the Save the Children Fund and a trustee of the National Portrait Gallery. With Lord Curzon, he became in 1912 joint president of the National League for Opposing Woman Suffrage" The meeting with Andrew Carnegie was probably to do with his Inter-Parliamentary Union activities, which would have appealed to Carnegie in relation to the Carnegie Endowment. Perhaps it would have been in May 1913, when Weardale led a group from Britain and its colonies to a meeting in New York planning for celebrations of 100 years of peace among English-speaking peoples. See, for example, an NYT article on May 6, 1913 query.nytimes.com/gst/abstract.html?res=9404E7D91F3AE633A... PEACE ENVOYS BEGIN CELEBRATION PLANS; Delegates from England and British Colonies Officially Welcomed by Gaynor.

The NYT article on May 6, 1913 {link above} indicates that Neil Primrose M.P. [ www.flickr.com/photos/library_of_congress/3121124446/]and Charles Thomas Mills, M.P.[ www.flickr.com/photos/library_of_congress/3121125698/ ] were part of the British Committee involved in planning celebrations of 100 years of peace among English-speaking peoples. Also at the meeting were Andrew Carnegie and Lord Weardale.
