According to the New York Times account, Commander C.A. Adams was given command of the Recruit by Vice Adm. Usher during the ceremonies, so "Capt. Jack Adams" might be Commander Adams. Mayor Mitchel cut off at right.

Commander C. A. Adams is Charles Albert Adams (1846 ? - 1929). Visiting New York as part of his duties on the Italian War Commission, arriving on June 21st, 1917. He was to become Duke of Genoa in 1931.
