The building in the background still stands at 860 Broadway. The first floor is now a Petco. I don't know if they sell Goat Chow. This photo is looking north from what is now the Union Square Farmers Market - a good place to get goat's milk cheese.

According to this September, 1917 item from The New York Clipper, he was doing recruiting and (presumably patriotic) vaudeville: "SAILOR REILLY GETS 16 WEEKS William J. Reilly, who appeared in vaudeville recently, putting over a piano-logue and aiding in the recruiting for the Navy, will receive four months' leave from the battleship Michigan on December 28. He will use the time in playing sixteen weeks of vaudeville, opening January 7 at Keith's Theatre, Washington." fultonhistory.com/highlighter/highlight-for-xml?uri=http%... In August, 1918, he was identified as a sergeant and was performing at a childrens war savings rally in Madison Square Garden with the U.S.S. Recruit band: "Sergeant William J. Reilly. who is now on recruiting duty, claimed the undivided attention of the large audience of youngsters when he sang "Keep Your Head Down, Frltzie Boy." and "Over There." fultonhistory.com/highlighter/highlight-for-xml?uri=http%...

The taller building on the right is the Bank of the Metropolis building (1903). This building still stands and, appropriately for a building which was once adjacent to a battleship, is now home to the Blue Water Grill. The narrow building adjacent to it is the Decker Building (1892) and also still stands (albeit without it's cupola), From 1968-1973 Andy Warhol's Factory was on Decker's 6th floor.

commons.wikimedia.org/wiki/File:31-41_Union_Square_West.jpg is a recent photo showing the buildings Seuss. identified. The other tall building, left of center, also still exists. See commons.wikimedia.org/wiki/File:17-27_Union_Square_West.jpg

The camouflage paint is apparently the work of the Woman's Camouflage Corps. In the hi-res version of this photo, you can see the scaffolding and the painters working. See notes under
