"Following the outbreak of war in 1914 General Georgi immediately volunteered for a command appointment in the field but this, and later suggestions in this direction were always refused - he was too valuable at his half military-half political post as a minister."

    This looks like either a very artistic studio photograph or a photograph of a painted portrait to me. And, indeed, the URL cited by blor above shows a very similar portrait. I find myself wondering if this is a photograph from which the portrait was painted. Something doesn't feel quite the same as the portrait. www.sarahstocking.com/Biography.aspx?artistid=1967 suggests that Hermann Kosel would have been a portrait painter in Vienna, while his father, Hermann Clemens Kosel, was a portrait photographer at the right time. www.wilnitsky.com/scripts/redgallery1.dll/details?No=33034 indicates that the father was the Austrian court photographer in 1914.
