This looks like either a very artistic studio photograph or a photograph of a painted portrait to me. And, indeed, the URL cited by blor above shows a very similar portrait. I find myself wondering if this is a photograph from which the portrait was painted. Something doesn't feel quite the same as the portrait. www.sarahstocking.com/Biography.aspx?artistid=1967 suggests that Hermann Kosel would have been a portrait painter in Vienna, while his father, Hermann Clemens Kosel, was a portrait photographer at the right time. www.wilnitsky.com/scripts/redgallery1.dll/details?No=33034 indicates that the father was the Austrian court photographer in 1914.

Most likely the Austrian Commodore Hermann von Plescott. He was commanding the Austrian ships at the opening at the Jamestown exposition, see The San Francisco call., April 27, 1907, Page 4, second column.
