There was a Welsh peer named Henry Vivian, but of an earlier era: en.wikipedia.org/wiki/Henry_Vivian,_1st_Baron_Swansea and there was this fellow (1912 story from NYTimes): Henry Vivian, Chairman of the Co-partnership Tenant's Movement in England and an ex-member of Parliament from Birkenhead, described the growth of the garden city idea in England last night at a dinner given to him at the City Club by Frederic Howe, Director of the People's Institute.
