This is at the dedication of the Carl Schurz monument on 11 May 1913 in New York City. New York Times story about the unveiling.

Oddly, written on the negative is 3/5/20. Carnegie died in 1919!!

This is overlooking Morningside Park at 116th Street and Morningside Drive in Manhattan. The proper spelling of Carl's surname is Schurz. Here is the NYC Parks Department description of the monument. The monument was dedicated in 1913. The view is looking east toward southern and central Harlem and beyond. The President's House for Columbia University is behind us to the left. In 1968 The Who posed for the cover of their album, The Kids Are Alright, in front of the relief on the left.
