This appears to be the south-east corner exit from Washington DC's Union Station. All I have to go on is a dark, blurry shot in Google's Streetview, though. I can't confirm the coat of arms above the door, but the curved walls, half-pillars, etc all seem to match.

Wilson reportedly asked, "Where are all the people?" and was told that they were all downtown, watching the national Woman Suffrage Procession: www.loc.gov/loc/lcib/9803/suffrage.html

Looks like there's a date of 2/22/13 written on the back of this photo, which would mean it was taken a few days before Woodrow Wilson's inauguration on March 3, 1913.

Some photos appear to be part of a series numbered 2646-1 thru at least 2646-15. Lincoln's pew is 2646-10, Inaug platform -11, Capitol showing platform -12, Stand in front of Treasury -13, Pres'l viewing stand -15. Several of these are dated 2/22/13, as noted by others. Oddly, 2646-1 thru 2646-6 are dated later, 5/3/13. These include Suffragette parade-1, Madge Udall -5, Inez Holland -6. The numbering system evidently is not chronological--probably thematic.

The caption says "3/3/13", not "3/3/13". Wilson's 1st inauguration was 4 March 1913.

I think the caption is a bit misleading. As @cotinis mentioned, the inauguration was on the 4th, pictured here. The crowds on March 3rd were watching the spectacle of the Suffrage Parade on Pennsylvania Avenue, pictured here. I think this crowd is welcoming the president elect to DC. Here's a quote from Jailed For Freedom, 1920, p.21.

"Where are the people?" This was Woodrow Wilson's first question as he arrived at the Union Station in Washington the day before his first inauguration to the Presidency in March, 1913. "On the Avenue watching the suffragists parade," came the answer.

It would be perfect if Wilson arrived while the parade was in progress (not sure on timing). Also, I'm guessing the crowd is looking at the car he's getting into... are they looking towards Pennsylvania Avenue?
