There is a "2/22/13" written backward on the right side, so it looks like it goes with the other shots from the Wilson inauguration.

Woodrow Wilson was inaugurated on March 4, 1913 (1st time).

Some photos appear to be part of a series numbered 2646-1 thru at least 2646-15. Lincoln's pew is 2646-10, Inaug platform -11, Capitol showing platform -12, Stand in front of Treasury -13, Pres'l viewing stand -15. Several of these are dated 2/22/13, as noted by others. Oddly, 2646-1 thru 2646-6 are dated later, 5/3/13. These include Suffragette parade-1, Madge Udall -5, Inez Holland -6. The numbering system evidently is not chronological--probably thematic.
