    This photograph shows the modified dome that was added to the Capitol during the Civil War era, at the same time that new House and Senate chambers were also constructed.     New York state senator A. J. Palmer, of Ulster, N. Y., was a member of the Progressive Party, and a sponsor of reform legislation. In April, 1913, he introduced a bill in the N. Y. legislature to repeal public utility franchises of all types after a term of twenty-five years. In March, 1914 he was quoted in a New York Times story on the necessity of paying legislators an adequate wage, as a means of removing money from politics.
