Would this be for the Electoral College? Each state's votes are sent to the President of the Senate (i.e. the VP of the United States).

en.wikipedia.org/wiki/Thomas_R._Marshall "Thomas Riley Marshall (March 14, 1854 – June 1, 1925) was an American Democratic politician who served as the 28th Vice President of the United States (1913–1921) under Woodrow Wilson." "An ideological rift developed between the two men during their first term, leading Wilson to limit Marshall's influence in the administration, and his brand of humor caused Wilson to move Marshall's office away from the White House. " Another photo clearly taken on the same occasion, with the same glove on the ground, was published in the New-York Tribune, 28 Jan. 1917, Graphic Section Two, Image 53 chroniclingamerica.loc.gov/lccn/sn83030214/1917-01-28/ed-... Caption reads "The official count of the vote in California, which re-elected President Wilson, was delivered to the United States Senate by Francis I Heney. Vice-President Marshall received it and expressed his thanks." So, yes, this is part of the electoral college process after the November 1916 election.

Jack Zalium As a large format photographer, I assume the glove was there for the photographer to pre-focus on. It would save time. Then when the group assembled all they had to do was have the most important people stand by the glove. What is also odd is all the wasted space below and above the group. I am wondering if the photographer composed the photograph to fit a preconceived layout where the feet (and legs ?) would be cropped off. The layout may have used text over the pillars in the background. It would be interesting if someone could find an example where the photograph was used.
