During the Inauguration festivities, Governor Thomas Riley Marshall of Indiana, the Vice President Elect, was accompanied by an honor guard of 60 black horse troop cadets from Indiana's Culver Military Academy. Yes, Vice-President Thomas R. Marshall (Wikipedia), date is 4 March 1913, as others of this series, the date barely legible on the caption. Looking at the photo, I'm not sure which one was Marshall--neither face looks too close to the one on Wikipedia. Probably the man on the left in the tall top-hat. "Speaker Clark" is Champ Clark--appears to be figure on right.

Champ Clark was Speaker of the House and ran against Wilson for the Democratic Presidential nomination. He got majority of the votes on the first ballot at the convention, but he needed 2/3, and he was surpassed by Wilson.

Marshall is the man seated next to Champ Clark. Take a look at another image of Marshall from the Bain News Service: memory.loc.gov/service/pnp/ggbain/07700/07701v.jpg for comparison. A similar Bain image: www.flickr.com/photos/library_of_congress/2594702473 was taken during the first inauguration of President Wilson in 1913, so this one probably was also. LOC: Thanks for clarification--fascinating. Note, too, that the date is on this photo, 3/4/13 (though hard to read), so this is Wilson's first inauguration, as you state.

A church with five pointed stars on the archway? Admittedly the arch is otherwise rather like that found in a Gothic-style church, but the stars don't seem to fit, unless perhaps it is a military chapel?

This very well could be a military chapel. Vice President Elect Thomas Riley Marshall, erstwhile Governor of Indiana, arrived in Washington for the round of Inauguration festivities accompanied by an honor guard of sixty cadets of the Black Horse Troop of Indiana's Culver Military Academy. This photo shows him (and perhaps an official of the military chapel) on Sunday, March 2, 1913, two days before the Presidential Inauguration parade and ceremonies.
