Date says 3/21/13, which would've been in preparation for Woodrow Wilson's inauguration.

When the 20th Amendment was ratified in, like, '33.

But Wilson was inaugurated on March 4, 1913. So either the date is wrong, or this is for some other event (unlikely), or they are tearing down the viewing stands instead of building them. I'll hazard a guess that it was taken on 3/2/13 instead of 3/21/13. We're looking at the east front of the capitol, the south (House) end.
