He is not wearing any insignia on his shoulders. He is, however, wearing a sidearm. This is typical for officers of that time. May I suggest an Irish historical society? As for the compt... he very well could have been a military comptroller, as well as a civilian accountant assigned to the military for the purposes of helping the units with their finances and accountancy. That may account (no pun) for the lack of insignia. His rank could have been, therefore, honorary.
