Do you think that is the Capitol building behind him and his daughter in this photograph? If so, it would mean that it was taken around the same time.

Definitely the Capitol.

Dorothy died in 1990, at the age of 99, and had in 1960 given the Perkins family's huge estate in Riverdale, New York to the city.
