Third from right in front row of parade, with top hat, is President Woodrow Wilson. The plans had been for him to to review the parade, but he decided to join the march. Next to him is Major General George R Dyer of the New York State Guard. See NYT of May 19, 1918 query.nytimes.com/gst/abstract.html?res=9F01E5DA103BEE3AB... Thanks to B-59 for correction on the General's initials -- now fixed.

I think the building behind the clock is still there. See streetview at www.google.com/maps/@40.7646991,-73.9727144,3a,75y,22.02h... That building is at the northeast corner of the intersection of Fifth Avenue and East 60th Street. That means the photo is taken from somewhere near the Plaza Hotel. The building with the large Red Cross flag must be where the Sherry-Netherland Building (built in 1927) now is. See en.wikipedia.org/wiki/The_Sherry-Netherland The Wikipedia article indicates that the site had previously been occupied by the New Netherland Hotel. The man on the other side is Wilson's private secretary J. P. Tumulty (en.wikipedia.org/wiki/Joseph_Patrick_Tumulty).

Just north of the New Netherlands is a store sign reading Max Schling. Schling had a florist store at 785 Fifth Avenue for a while. See an ad near the top of a guide from the New York Botanical Garden at libguides.nybg.org/content.php?pid=550344&sid=5451458
