Street sign suggests that the location is intersection of E 60th St and Fifth Avenue in New York City.
2022 Streetview indicates that the building with columns is no longer there.
The location is known as Grand Army Plaza

reports that there would be a parade on Fifth Avenue the next afternoon, with 28 bands. There would also be a "combined band" led by Paul Whiteman (from the Ivanhoe Commandery).
The band led by Whiteman is shown in a nearby Bain photo that has not been uploaded to Flickr. See

Aside: The NYT article cited above includes a history of the Knights Templar starting in 1113 in Syria during the Crusades. -
