Not from Government House, but a building at the corner of Bent and Macquarie Streets - later (1891) the Australian Club. Or possibly the top of the (old) Public Library. Compare with earlier Henry King (different gates) - And later Charles Kerry (with 1893 Garden Island sheerlegs) - It was a popular view with photographers - right out through the Heads.

And I am 90% sure that lifebelt says "ORIENT GLASGOW" (see note). Apologies - getting too EXCITED. It is great to see all the detail of this wonderful ship so close up - the sailors in the bosun's chairs, the fellow scaring seagulls, etc, etc !!

I am fairly sure that is the ORIENT in the foreground (forewater?!). The two slightly-raked funnels, arrangement of ventilators, masts with spars and gaffs, and the white walls with portholes - all seem to match the ORIENT photo -
