The view is likely taken from the area of the Lower Barrakka Gardens or St Barbara Bastions, looking towards Fort St Elmo and Fort Sant Angelo across the water.

Does the steamer have a Manx triskelion on the paddle cover? A google shows some matches, like the Mona's Isle III Douglas harbour, maybe?

John_McK1966 Hard to say. it looks more like Dun Laoghaire than it does Cobh or Bangor. Of course, it may not be Ireland.
