He is a corporal in the Northumberland Fusiliers ("Royal" status wasn't granted until the 1930's) and wears what looks like a campaign medal for overseas service. It is not a Boer War medal or a First World War medal, so could be one of the medals awarded for service in India.

In light of the prior photo with figures from the Youngstown, Ohio steel strikes and the National Guard, this is likely Ohio Governor Frank B. Looks like en.wikipedia.org/wiki/George_Adee NYT of January 11, 1916 select.nytimes.com/gst/abstract.html?res=F60E10FC3B5B1773... reports that he was nominated as President of the U.S. National Lawn Tennis Association. NYT of February 12, 1916 select.nytimes.com/gst/abstract.html?res=F20915FF345C1373... indicates that he was president by then.
