klynslis and Noel Zia Lee: Thanks for the date and other information on the Municipal building in NYC. We can update the source data and reload the description. According to the Wikipedia article, the building was first occupied in 1913 which might explain its appearance in this photo, even if it wasn't completely finished until later.

The Chambers and Madison Streets streetcar line (aka Madison Street line) of the New York Railways was discontinued on Sept. 21, 1919.
