  Can't find anything in 1915 about "one-step" streetcars, but Public Service Regulation: Journal of the National Association of Railway Commissioners. 1(5), p 328. May, 1912 books.google.com/books?id=4cs_AAAAYAAJ&pg=PA328&l... has a piece about the safety of what is called the new "stepless" car, which has a similar picture and talks about "one step" from street to car. That article was largely taken from Brill Magazine archive.org/stream/brillmagazine61912phil#page/72/mode/2up Brill was the company that manufactured them to a design by Hedley and Doyle of the New York Railways Company.
