An article about this visit can be found in the New York Times Archives, printed the day after on Sunday, August 13, 1911. (pdf format)

This should be August 3rd, 1911. Togo arrived from Liverpool on the Lusitania. It arrived late in the evening on Thursday, August 3rd, 1911, which would explain the reason for the night shot with no background scenery. New York Times on August 5th says that Togo went to bed in his room at Hotel Knickerbocker at 2am Friday, August 4th, 1911. Full schedule of Togo's tour of the US is in an August 2nd, 1911 NYTimes article.

Another Bain/LOC photo of the after-dark (post-midnight) reception of Admiral Togo in New York.
