Thanks Richard Norton and swanq, we'll add their full names to the catalog record. There's a reversed date in the lower left corner of the image. It is either 1/30/27 or 7/30/27. If it's January, then this could be from either the funeral of Emperor Taisho (died Dec. 25, 1926) or the installation of Emperor Showa (Hirohito). I found a New York Herald Tribune article from Jan. 23, 1927 (p. B4) which listed Inoue and Togo amongst people at the at Showa's installation ceremony.

The Dreadnought North Dakota was in the Brooklyn Navy Yard along with the flagship Connecticut and new battleship Florida. Togo toured the northeast seaboard, visiting naval yards and with mayors in major cities for several days.
