    NYT of May 29, 1916 select.nytimes.com/gst/abstract.html?res=F10E1EF83A5B1773... indicates an annual memorial parade of the type shown in these photographs. The report on the 1917 equivalent makes special mention of a moument to the Maine.

There is an interesting article in the May 18, 1912 edition of the New York Times about this event here, which also includes information on the apparently controversial choice of choosing Miss Claudia Lyon to do the honors. She was the daughter of Cecil Lyon, an active opponent of then President Taft.
