  This photo must have been before or after World War One, I'd guess, however, given that both ships are really illuminated, which I don't think they would have been during wartime.

In NYT of May 10, 1925, a long piece about the exercises, timesmachine.nytimes.com/timesmachine/1925/05/10/10166412... names the California as the flagship of the "Blue" fleet.
