Thanks to technogeo's date spotting, This from the NYT of August 3, 1913: "Deputy Commission John Drennan of the Bureau of Licences, with a corps of inspectors, was kept busy yesterday examining vehicles for which public hqack licences were sought. Of the 500 vehicles which have been brought forward for inspection at 248 West-forty ninth Street, were the examinations are being held, only 17 have been deemed absolutely fit for service. ..."
