    I wonder if this picture could have been taken at the very beginning or end of the parade. The street cars are running, and there seems to be a concentration of action at the front of the frame, where men are talking with women and there seem to be several police. . . . people in the crowd are facing in many different directions, which is confusing. Perhaps the man is dispensing sashes for marchers to wear?
