I believe the marchers are gathered at the front of the frame. (and those look like raised billy clubs in the right foreground.) This appears to have been taken before the parade has begun See: www.seeingsuffrage.com/the-book-2/the-photographs/photos-... Interesting shot because there is more than one locus of attention. Note the African American lady in the foreground and her companion.
