The pilot is Lt. Howard D. Norris (US Army Air Service). See: Page 206, Army List and Directory - February 1921 Unfortunately, there's little I can find on "H.J. Meyer", other than he flew with Norris as the Mechanic for the DH-4 they crewed during the 1919 Transcontinental Air Race. Although reportedly only slightly injured while flying westward in the race, their aircraft would crash into a hill on October 13, 1919 approximately nine miles from Oconto, Nebraska as they attempted to land. Howard Dutton Norris A little more on him from Who's who in American Aeronautics:
books.google.com/books?id=VRpaAAAAYAAJ&pg=PA80
I added him to Wikidata to have a centralized repository of biographical information:
www.wikidata.org/wiki/Q36026528
You should consider creating a Wikidata entry for each aviator not already in the database and adding the Q number to the image. It will tie all known information from diverse sources together in one database. I even created an entry at FamilySearch that captures him in the census and relates him to other family members and tied that to Wikidata. -
