  The Lawn Party on Governors Island in New York harbor was an annual fundraising event for the Army Relief Society, which provided succor to widows and orphans of officers and enlisted men of the regular army. Henry L. Stimson, the newly-appointed Secretary of War, attended this affair on May 25, 1911.   According to the New York Times at query.nytimes.com/gst/abstract.html?res=9A07E3D61F3BE03AB... this would have been May 3, 1919 . 11,000 troops from Australia, New Zealand, Canada, and South Africa were reviewed by King George V.
  
  The statue is one of the lion bronzes surrounding the Queen Victoria Memorial. According to a comment on panoramicearth.blogspot.com/2006/11/victoria-memorial-by-... it symbolizes Agriculture and was a gift from New Zealand.
