The women are Mrs. James F. Curtis and Mrs. William A. Burton."

James F. Curtis was an Assistant Secetary at the Treasury. It makes sense that his wife was promoting the Liberty Loan program. Mrs. Curtis made a habit of getting pictured at such events. The Washington times., April 19, 1914, Second Sunday Evening EDITION, page 12, col 1 (near bottom). chroniclingamerica.loc.gov/lccn/sn84026749/1914-04-19/ed-... confirms that Laura did marry Curtis.

She and Curtis divorced in 1924, remarried 13 months later, and divorced again in 1938. This article is about her marriage to John Messick Gross. According to www.findagrave.com/cgi-bin/fg.cgi?page=gr&GRid=14941475 she was born in 1892 and died in 1973.
