Verge books.google.com/books?id=ukpkvGQvbY4C suggests (a) that Venice had lifeguards by 1909 and (b) after lifeguard teams across Los Angeles had been combined, LA county's first female lifeguard was hired in 1930. So I wonder whether these are women replacing men during WWI. Or did women have special guard responsibilities related to children?
