I think we have seen that chain on Mayors of Waterford before...

Here is a different Mayor of Waterford wearing it: catalogue.nli.ie/Record/vtls000591753 And here: catalogue.nli.ie/Record/vtls000036845/Image?lookfor=http:...

One year later, and one mayor later. The previous image (below) is Edward Walsh (Mayor 1928-29). www.flickr.com/photos/nlireland/6061514031/ Which would likely make this portrait image John Wyley (Mayor 1926-27). At least according to Wikipedia and the NLI catalogue.

It also says "Waterford" above his head... (As part of the coat of arms and motto of Waterford City: "Urbs Intacta Manet Waterfordia")

wikipedia has a list, and suggests that in 1926 and 1927 the Mayor was John J. Wyley

He does look well and it is nice to put a face to a name. Obviously he and the wife made a good combination. That is a very historic chain around his neck, a symbol of British rank and station yet one that should be treasured for the connections with our country down the centuries! TO ALL OUR FLICKR COMMUNITY - I JUST SAW OUR CAROL ON THE RADIO talking about this photostream!

Paul Freeney Interesting! Just tested it out and it does seem a bit wonky (technical term). Use cmaddock@nli.ie instead...

Swordscookie Tattle Tale! If I'd known they had NewstalkTV, I'd have made more of an effort with this face made for radio... :D

That's probably the Mayor at the time John J. Wyley who came up in previous discussions. He looks a bit more like 35 than the last candidate:

Do you know how St Patrick managed to get so much done? He had a very large staff.
