Liberty Loan Clock (LOC)

This depicts the Liberty Loan Clock installed on the New York Federal Hall (formerly Treasury Building). The clock was installed as part of the second Liberty Loan Drive in October 1917 (catalog.archives.gov/id/45493130), however despite the scaffolding and band I do not believe the images are taken on the same day.
In this image the "New York District Total" is just over $475 million and the "Total US" is around $1.5 billion. As of October 20 $605 million was raised with $60 million in the last day. (New-York tribune. [volume] (New York [N.Y.]), 20 Oct. 1917. Chronicling America: Historic American Newspapers. Lib. of Congress. chroniclingamerica.loc.gov/lccn/sn83030214/1917-10-20/ed-...) so the photo would likely be a few days before October 20, 1917. -
