  Three German diplomats, Dr. Adolf Reichel, Dr. Erich Kraske, Freiherr (baron) Hans von Ungelter. The all appear on a Norddeutscher Lloyd passenger list. They and their families left Bremen on the ship "America" on December 13, 1921, with destination New York: 212.227.236.244/passagierlisten/listen.php?ArchivIdent=AI... They must have arrived in New York on the day that the image is dated at the bottom, 12/27/21. Dr. Erich Kraske was the vice-consul and, in the absence of the actual Consul General Dr. Karl (Theodor?) Lange, Acting Consul General of the German General Consulate in New York, which was reopened at its pre-World War I addresss at 11 Broadway in January 1922. books.google.com/books?id=I1MwAQAAMAAJ&pg=PA868&l...   Thanks drombit007! I believe you're right. We'll add his name to the title. I tried searching some newspaper databases to see when his visit was, but the best I found so far is two articles from August and September of 1921 that say he recently visited the White House.
